Additional Property Attributes

Historically the Site has been used as a rug cleaning operation, a drycleaner, an auto garage/repair shop, a radiator repair shop, and a filling station. The Site has been used as a meeting hall by the Fraternal Order of the Eagles from 1962 to around 2013. A plume of chlorinated volatile organic (VOC) contamination was identified and attributed to the Site in 2012 during an investigation of contamination attributed to Richardson's Dry Cleaners, a nearby dry cleaner with a similar contaminant plume. During subsequent investigations, petroleum USTs and contamination was identified and cleaned up to the satisfaction of IDEM.

The 2024 Phase II showed concentrations of PCE in the groundwater remain consistent with previous rounds of sampling and access to use of the groundwater is restricted by an existing city-wide environmental restrictive ordinances (ERO), a local ERO related to the nearby former Richardson's Dry Cleaner (City Ordinance 2017-28 AN, December 19, 2017), and an environmental restrictive covenant (ERC) placed on the subject property in 2024 (VFC# 83150762).
The sub-slab soil gas is impacted by PCE vapors above the R2 commercial PLs at SGss-1 and the R2 residential PLs at SGss-2. These results are likely related to the impacted groundwater on the property where PCE exceeds the R2 GW PLs in four (4) of the sampled wells. The impacted groundwater and soil vapors are likely the result of the historical operations and uses of the property. Benzene present in the IA samples (only slightly over the PL) is likely due to ambient air and brief use of a gasoline engine present inside the building.
