Additional Property Attributes

The Subject Property is comprised of 0.09 acres of commercial land situated south of West Market Street, north of Peters Avenue, and west of Grant Street. Both West Market Street and Peters Street provide access to the Subject Property. The Subject Parcel is occupied by an approximately 1,875-square-foot structure currently occupied by an ice cream store. The store is a former service station building and retains the features of the former service station including the garage doors and hydraulic lifts. Fuel islands and underground storage tanks (USTs) associated with the former service station building were removed from the east adjoining parcel in February 2024. The Subject Property appears to have been occupied by a dwelling from at least 1923 through 1955. The dwelling was no longer present by 1958 and a service station operated at the Subject Property from at least 1958 through at least 2011 and subsequently ceased operation. The former service station building was converted into an ice cream store in 2015. Based on the results of the Focused Phase II ESA conducted in March 2024, MSG concluded the following: MSG understands that the intended future use of the Subject Property is to remain commercial and that current City of Troy zoning ordinances would prohibit the construction of a new structure on the Subject Property should the current structure be demolished. Therefore, given that there were no detections of chemicals of concern in shallow groundwater, the detections of VOCs and metals in Site soils are below applicable standards, and the calculated indoor air concentrations for VOCs detected in sub-slab vapor samples are below applicable standards for commercial use of the Subject Property, it does not appear that the Subject Property is impacted from the former use of the Subject Property and the east adjoining property as an automobile filling/service station. Accordingly, further assessment of the Subject Property does not appear to be warranted at this time.
