Additional Property Attributes

The property is located at 600 South G Street in Arcata, Humboldt County, California and occupies approximately 27 acres of land containing Butcher Slough and the Arcata Marsh and Wildlife Sanctuary. The property is surrounded by residential, commercial, industrial, and recreational properties and has historically hosted lumber and plywood mill facilities. The property currently contains an Interpretive Center, the remains of the former lumber mill log pond named "Butcher Slough Log Pond," the restored Jolly Giant Creek, hiking trails, and a parking lot. The City of Arcata is the owner of the property and is the Targeted Brownfields Assessment (TBA) Applicant. The Humboldt Baykeeper is the TBA Co-Applicant. The Applicant and Co-Applicant have an interest in restoring the tidal wetlands on the property. In 1984, the property underwent a restoration project which included the demolition of on-site buildings and returning the property to wetland and riparian status. A Phase I Environmental Site Assessment (ESA) was performed in 2022 and identified the following six recognized environmental conditions (RECs): 1) potential presence of lead in soil from lead-based paint on former building exterior walls; 2) a potential former pentachlorophenol (PCP) dip tank and PCP-contaminated soils; 3) potential presence of hazardous substances used in support of on-site activities during lumber and plywood mill operations; 4) contamination from upstream operations carried to the property by the Jolly Giant Creek; 5) potential presence of dioxins and furans and polycyclic aromatic hydrocarbons from three former on-site conical burners used during mill operations; and 6) auto stations, scrap and salvage companies, facilities with underground and aboveground storage tanks containing petroleum, and chemical storage facilities located upgradient of the property are potential vapor encroachment conditions. In addition, the following two environmental concerns were identified for the property: 1) potential presence of asbestos-containing material used during initial construction of the former buildings; and 2) multiple facilities in close proximity and upgradient of the property are listed in databases relating to releases of hazardous substances. A Phase II ESA was performed in October 2023 and identified the presence of total petroleum hydrocarbons (TPH)-diesel-range organics, TPH-oil-range organics, naphthalene, dieldrin, 2,3,7,8-tetrachlorodibenzodioxin (TCDD), dioxin toxic equivalence (TEQ), and several metals in soils; benzo(a)anthracene, benzo(a)pyrene, chrysene, 2,3,7,8-TCDD, dioxin TEQ, and several metals in sediments; and zinc and mercury in surface water exceeding project screening levels on the property. Recommendations regarding future use and steps forwards for the property include removal or capping of soils and sediments to prevent exposure or release and mitigate potential impacts on human and ecological health if the tidal wetlands are restored on the property. Soils or sediments excavated for off-site disposal must be characterized for disposal. Surface water may require treatment to prevent exposure or release and mitigate potential impacts on human and ecological health.
