Additional Property Attributes

The property is located on Indian Service Route 31 in Navajo, McKinley County, New Mexico and occupies approximately 170 acres of land within a floodplain. The property encompasses the Tohdildonih Wash and Black Creek on the Navajo Nation. Investigation efforts for the property and adjacent property have been subdivided into five separate Investigation Areas (IAs) to allow initial characterization of critical areas in a phased approach. All IA areas encompass a total of approximately 170 acres within the Tohdildonih Wash and Black Creek floodplains. The property is located in a rural area on the Navajo Nation, in a former industrial area to the north of Navajo, New Mexico. The property is bounded to the south by the primary portion of the former NFPI main property (a separate IA); to the southeast by the NFPI dump (a separate IA) with residential and undeveloped land beyond; and to the north, west, and east by undeveloped land. The property historically contained a portion of the NFPI dump. The former dump was used by NFPI and Ponderosa Products, Inc. (PPI) for the disposal of industrial wastes and by the surrounding community of Navajo for the disposal of municipal and other miscellaneous wastes. In 1958, NFPI operations began on the neighboring NFPI main property to the south-southwest of the property and ceased in 1995. No structures are known to have ever been present on the property. The Navajo Nation Environmental Protection Agency is the Targeted Brownfields Assessment (TBA) Applicant. The Navajo Nation owns the property. Members of the Navajo Nation have an interest in using the stream water from Tohdildonih Wash and Black Creek for commercial recreation, agriculture, and tourism. A Phase I Environmental Site Assessment (ESA) and Phase II ESA were performed for the Phase 1 IA, which consists of approximately 46 acres. The Phase I ESA performed in March 2024 for the Phase 1 IA identified the following recognized environmental condition (REC): the presence of industrial wastes from the former NFPI dump area within the Tohdildonih Wash is considered a REC to the property and downstream areas, where contaminants in soil, sediment, and groundwater may have been transported. In addition, the following environmental concern was identified at the property: possible improper disposal of asbestos-containing material in the former NFPI dump area within the Tohdildonih Wash is considered an environmental concern to the property. The Phase II ESA performed in March 2024 for the Phase 1 IA identified the presence of benzene, arsenic, total petroleum hydrocarbons (TPH) as motor oil in soil and sediment samples exceeding project screening levels. No other contaminants were identified exceeding a project screening level. Recommendations regarding future use and steps forwards for the Phase 1 IA property include removal or capping of surface soils to prevent exposure or release, and to mitigate potential impacts on human health. If soils are excavated for off-site disposal, waste disposal testing is recommended. In addition, sampling for the Phase 2, 3, 4, and 5 5 IAs are recommended to determine whether contaminants from the former NFPI dump area are present in soil, sediment, and surface water adjacent to, upstream of, and downstream of the property.
