Additional Property Attributes

The site is located in Jefferson City and is primarily occupied by Madison Street Parking Garage and the News Tribune building. Past sites uses include Madison Street Parking Garage, News Tribune (1931), Movie Theater, Bus Stop, Restaurants and Auto Service Stations. Details of the proposed redevelopment is unknown at this time. It is probable the site will include commercial use with a parking structure. Due to the current status of redevelopment, it may further be possible to include a residential component. A Phase I Environmental Site Assessment (ESA) November 2023. Additionally, a Phase II ESA was conducted April 2024 based on the historical use of the site as a printing facility and adjacent dry cleaning facilities. Soil and groundwater were tested for petroleum products and volatile organic compounds. Additionally, an asbestos containing material (ACM) and lead-based paint (LBP) survey was also performed. ACM and LBP were observed in the commercial building and parking garage. Additionally, Lead and arsenic were observed in surficial soil that exceeds the Default Target Levels (DTLs) but were within the Cole County background levels. No further action is necessary.
