Additional Property Attributes

The Property includes a single-story, commercial building that covers a footprint of approximately 1,725 square feet and a vacant, partially paved lot surrounding it (Figure 2). Assessor records indicate the building was originally constructed in 1940. The building is currently, and has historically been used as, a restaurant. The contents of the building included tables, chairs, kitchen equipment and cleaning supplies. Prior to use as a restaurant, the building was used as a filling station.

The March 2024 Phase I ESA identified the following findings:
REC - Historical use of the surrounding area has included environmentally sensitive businesses, including automotive repair shops, filling stations, and dry cleaners. A petroleum LUST investigation on the north-adjoining site indicated contamination within about 40 to 60 feet of the Property and a groundwater flow directly toward the Property. In a limited groundwater testing event on former dry cleaner site northeast of the Property, common dry-cleaning solvent tetrachloroethylene (PCE) was detected in groundwater at a concentration exceeding the Iowa DNR Statewide Standard for a protected groundwater source.
CREC - The Property operated as a gasoline station from at least 1947 to 1976, when three USTs were removed from the east side of the Property. The entire Property was assessed for petroleum contamination in the 1990s, with the Iowa DNR classifying the LUST case "no action required" in the Risk-Based Corrective Action Program in 1999. As petroleum contamination remained in soil and groundwater at concentrations exceeding Iowa DNR's Tier 1 action levels, the past LUST case is considered a CREC.
BER - Asbestos containing materials and lead-based paint may be present within the building based on its reported age (c. 1940). The testing and/or abatement of these or other hazardous building materials may be necessary in advance of redevelopment or demolition of the structure.
The only way to certainly understand whether subsurface impacts are present on and pose a concern to human health and the environment would be to perform subsurface soil and groundwater testing on the Property itself.
