Additional Property Attributes

The site contains nine parcels with one containing a foundation remaining from a shoe factory structure on the property at 301 E. Clement Street (approximately 17,000 square-feet of foundation). Past site uses include a shoe factory from 1908-1981, speaker manufacturing from 1982-1987, and from 1987-1989 they refurbished telephones. There is an approximately 1,200 square-foot concrete block garage structure at 219 E. Third Street that is vacant. The city is currently purchasing properties in this area for future use in flood mitigation. The future use is recreational and natural area with walking paths or trails.

The former on-site shoe factory is a recognized environmental condition (REC). The potential migration of petroleum products associated with the oil house is a REC. The former on and off-site lumber yard is considered a REC. The site is listed as part of the Jefferson County National Priority List (NPL) site as a former lead mine and, according to the U.S. Environmental Protection Agency (EPA) online Superfund description, lead mine waste has been dispersed throughout the area from water and wind erosion, spread as residential fill material, applied as treatment for icy roads, and used as agricultural lime.

VOCs, SVOCs, petroleum products, lead, and arsenic were found in soil and groundwater. Arsenic, lead, and PAHs are present in soil above risk-based target levels. PAHs are present in groundwater above risk-based target levels.
