Additional Property Attributes

The site is a 2.8-acre parcel with a currently vacant eleven-story condominium building and the associated pavement areas. The use of the parcel had been primarily agriculture until the condominium was built in 1964. The use of the property has since been used as residential and commercial, and will likely be used similarly in future developments. A Phase I conducted in 2022 identified the following Recognized Environmental Conditions: The adjoining property previously had dry-cleaner operations in one of the commercial units. A property to the north of the site was noted as having had a release of Total Petroleum Hydrocarbons-Gasoline Range Organics in exceedance of default target levels. Lead was identified in the surficial and subsurface soils above Default Target Levels (DTLs), the lowest risk-based target levels in the Missouri Risk-Based Corrective Action cleanup guidance, but below residential Risk-Based Target Levels and background levels. Arsenic was identified in the surficial and subsurface soils above DTLs and the residential Risk -Based Target Level, but below background concentrations for St. Louis County, so it is not considered a risk. Barium was the only constituent found in groundwater and below DTLs.

Several components tested positive for asbestos: floor tiles, ceiling texture, roof flashing, boiler insulation, and window glazing and caulking. Additional areas that were not accessible and therefore presumed to contain asbestos are flat roofing materials and windows that were boarded up at the time of sampling. 9 painted surfaces tested positive for lead-based paint. If any ACM is to be impacted by renovation or demolition activities, it is required to be abated by an ACM abater licensed in the state of Missouri. Construction crews should be notified of the presence of LBP. Any LBP removed may be disposed as demolition waste; however, the receiving landfill should be notified of the LBP-containing debris.
