Additional Property Attributes

Standard and other historical resources were able to document the property was initially developed between approximately 1901 and 1906 with the current buildings on previously vacant land. Two additional stores were constructed in the western-central and southwestern portions between 1911 and 1916. The stores were historically occupied by a butcher shop, a bakery, a bar/saloon, grocery stores, a beer garden, and a belting company . The western-central stores were demolished by the 1930s and the southwestern store was vacated by the 1990s and demolished by the 2000s. The current eastern building was historically occupied by a carriage house and hearse garage for a funeral home from at least the 1910s to 1940s, a plumbing supplies warehouse from at least the 1950s to 1970s, a stripping company in at least 1980, an automotive service garage in at least 1988, and a print shop from at least the 1990s to 2000s. The western building has historically consisted of commercial offices for the business in the eastern building, as well as a second-story apartment. Both buildings have been unoccupied for several years.

This assessment has revealed the following RECs in connection with the subject property:

* The subject property was historically occupied by carriage house and hearse garage for a funeral home from at least the 1910s to 1940s, a plumbing supplies warehouse from at least the 1950s to 1970s, a stripping company in at least 1980, an automotive service garage in at least 1988, and a print shop from at least the 1990s to 2000s. Analytical results from previous site investigations document soil and groundwater concentrations of heavy metals exceeding the current Part 201 cleanup criteria and soil concentrations of formaldehyde exceeding site-specific volatilization to indoor air criteria (SSVIAC). Based on the analytical results of previous and ongoing investigations, the subject property would be classified as a "facility," as defined by as defined by Part 201 of P.A. 451 of the Michigan Natural Resources and Environmental Protection Act (NREPA), as amended.

* During the site reconnaissance, PM observed a suspect vent pipe and fill port along the eastern exterior wall of the eastern building. Review of previous site investigations documents an anomaly consistent with an orphan underground storage tank (UST) was identified beneath the eastern building, and these pipes are likely associated with this UST. The potential exists for a release to have occurred associated with this suspect orphan UST.

No adjoining and/or nearby RECs have been identified.

The following Business Environmental Risks (BERS) were identified during completion of this Phase I ESA:

* Based on PM's limited visual observations during the site reconnaissance, suspect asbestos containing materials (ACMs) were identified.

* Based on the construction of the buildings prior to 1978, when Federal regulations banned the use of lead-based paint (LBP), there is the potential for existing paint to be lead-based or contain lead. The painted surfaces were observed to be in fair to good condition with limited areas of chipped or peeling paint observed throughout the building.

* PM performed a limited visual assessment for the presence of mold, conditions conducive to mold, and evidence of moisture in readily accessible interior areas of the subject property. Evidence of water intrusion and suspect mold growth was observed in the basement, likely due to pipe leaks and the unoccupied status of the building.
