Additional Property Attributes

The property is comprised of 1.0836 acres of municipally-owned land bounded by 17th Street to the west, 16th Street to the east, and Washington Street to the south. Access to and from the Subject Property appears to be from 16th Street. The Subject Property is rectangular and currently a vacant lot.

According to review of city directories, Sanborn Maps, and aerial photographs, the property was developed with a mixture of residential and commercial structures that included a drug store, physician's office, and A&P Tea Company from at least 1895 through 1932. From circa 1932 through at least 1936, an automobile service center and garage occupied the southeast portion of the Subject Property. The Electric Power & Maintenance Company, an automotive battery and electric servicing company, occupied the northern portion of the property from at least 1932 through 1990. Circa 1940, the remaining residences and the automobile service center and garage structures were replaced by a girl's vocational high school through at least 1990. In 1995, the girl's school became the Whitney Adult Services Center and by 2013, all structures at the property had been demolished and the Subject Property has remained a vacant grassed lot through the time of the site reconnaissance.

A gasoline UST is depicted on historical Sanborn Maps dated 1932 and 1936 in Washington Street along the southwestern boundary of the Subject Property. No other information pertaining to this UST was discovered during the preparation of the Phase I ESA. Therefore, the potential release of petroleum from this UST located immediately adjacent to the property represents a REC/IA in connection with the property.

The data indicate that the soil, groundwater, and soil vapor samples collected from this Focused Phase II ESA meet applicable Ohio VAP Commercial/Industrial and Construction/Excavation Worker exposure scenarios. Further, there were no detections of petroleum constituents above BUSTR Closure Action Levels in the vicinity of the possible USTs in the southern portion of the Subject Property. Accordingly, based on the intended future commercial use of the Subject Property, no further assessment of REC/IA-1 or
REC/IA-3 appears to be warranted at this time.

The geophysical survey indicated that two orphan USTs may be present in the southern portion of the Subject Property or within the ROW of Washington Street. The soil data collected proximate to the suspected orphan USTs did not identify petroleum constituents above applicable BUSTR Action Levels; therefore, it does not appear that a release of petroleum is emanating from one or both of these suspected USTs and impacting the Subject Property. Based on the former commercial use of the Subject Property, if orphan USTs are confirmed to be present in REC/IA-2, they would likely be regulated by BUSTR. Accordingly, a BUSTR Request Form for a Class Code Determination of a BUSTR Release File should be
completed for the Subject Property to determine if a viable responsible party exists to complete BUSTR Corrective Actions associated with the USTs.
