Additional Property Attributes

The subject property is currently
used for storage. The subject property is developed with an approximate
50,000-square-foot building formerly used as an industrial warehouse building. An access
drive from Liberty Road is located on the southeastern corner of the subject property. The
eastern portion of the subject property and the area north of the building is a paved parking
area. An inactive rail spur connects to the Natchez Railroad and traverses alongside the
western side of the building on the subject property.
Historical documents indicate the subject property was developed between the years 1940
and 1963 and operated by Rick's Lumber Company, Inc. until circa 1969. The first
development included the rail spur that extends onto the property to the west side of the
building on the subject property. The existing building was constructed in 1969, and
historical documents reviewed indicate that it was first used as Feltus Brothers Hardware
Company's general office warehouse. A warranty deed dated 1986 documents the change
of ownership of the property from Feltus Brothers Hardware Company to William
J. Feltus, Sr. and William J. Feltus, Jr. A warranty deed dated 1997 records the subject
property's change of ownership to Kelly's Kids, Inc., and the city directories indicate that
the subject property was used as their corporate office. Based on an interview conducted
during the site reconnaissance, Kelly's Kids manufactured custom clothing. A warranty
deed dated September 10, 2003, indicates the subject property's ownership changed to
LFJ Properties, LLC, but a news article indicates Kelly's Kids moved their operations from
the subject property in 2014. A warranty deed reviewed indicates the current owner,
Two Cicada Stage LLC, obtained the subject property on August 25, 2023. Two Cicada
Stage LLC renovated portions of the building and intended to use the subject property as a
stage theater. The building is currently used for storage by a local church.

This assessment has revealed the following recognized environmental conditions (REC),
controlled recognized environmental conditions (CREC, and/or significant data gaps
(SDG) in connection with the subject property:
? Rail Spur and Rick's Lumber Company. Historical documents indicate the
subject property was developed between the years 1940 and 1963 and operated by
Rick's Lumber Company, Inc. The subject property used by Rick's Lumber
Company, Inc. until the approximate year 1969. The first development included the
rail spur that extends onto the property to the west side of the building on the
subject property. The rail spur still exists on the subject property but is currently
inactive. During this time frame, it is likely that the railroad ties used for the rail
spur were treated with creosote. The existing railroad ties on the subject property
could impact the surrounding shallow soil by leaching creosote, and this is
considered a REC. Also, if the rail spur is removed from the subject property, then
PPM recommends that railroad ties and all other material be disposed of properly.
