Additional Property Attributes

The Subject Property consists of two continuous parcels of land occupying approximately 0.073 acres. The Subject Property is currently developed with a two-story, 5,292-square-foot commercial building that occupies the entire footprint of the two parcels, which was constructed in approximately 1890. The first available data source is an 1887 Sanborn map that depicts the Subject Property as developed with the existing structures and occupied for various commercial uses. Subject Property uses over time have included a saloon, a sewing machine retailer, a millinery, a stoves/hardware store, a produce market, a gunsmith/sporting goods store, a bicycle shop, a restaurant, a clothing store, residential flats, a pawnshop, a salon, a wig shop, a gift store, a jewelry store, and an optician's office/optical store. The first floor of the Subject Property is presently operating as Hiemstra Optical and has since at least the early 1980s. The basement and second floor of the Subject Property have been vacant since at least the mid-1980s. No significant data gaps were encountered for the Phase I ESA and no evidence of Recognized Environmental Conditions (RECs), Historical Recognized Environmental Conditions (HRECs), or Controlled Recognized Environmental Conditions (CRECs) in connection with the Subject Property. Fishbeck identified a Business Environmental Risk (BER) issue, stating that while it is not unreasonable to presume that former utilities associated with the Subject Property were removed when the building was connected to municipal water, municipal sanitary sewer, and natural gas, a new owner/operator should be cognizant of the potential continued presence of buried remnant utility structures including potable wells, septic systems, and buried remnant fuel oil underground storage tanks (USTs) that will require removal or abandonment in support of redevelopment. A Hazardous Materials Inspection Report was completed on 11/4/2024 and identified multiple asbestos-containing materials (ACMs) along with cadmium containing paint and lead containing paint.
