Additional Property Attributes

In the 1950s Sanborn mapping, a building on what is now parcel 30-45 (west of the dwellings along the alleyway) is listed as "A." This is likely a garage, replaced by 1963 with a "sign and painting" business and an address of R621 (indicating the rear of address 621) 11th Street. This layout remained through the latest available Sanborn (1968) and based on aerial photography and topographic maps, through at least the 2000s when some of the structures on the eastern portion of the lot appear to have been removed. Google imagery shows at least one building at 625 11th Street as recently as early 2024; however, no structures remained on the property by the July 2024 site visit.

No buildings are currently on the site. After being donated parcel 30-46, the City Mission removed the former 1,020 square foot, single story building that was built in 1900. An asbestos survey was completed prior to the removal of the building. The cement pad of the former building is still located on the property. The building was used as a garage for storage and equipment to support the former heating and air conditioning business that occupied it. Parcel records show Gardner's Refrigeration Service owning the property as early as 2003. Records prior to 2003 are unavailable.
Recognized Environmental Conditions (RECs)
Historical Painting Operation:
A painting business operated on the property from at least 1963-1968. There were no waste regulations at that time, and it was standard for businesses to dispose of wastes onsite, either directly on the ground or into a drain. The presence of the painting business and the potential for subsurface impacts is a REC for the site.
Potential For Vapor Encroachment Condition (PVEC):
Tier 1 of vapor encroachment condition (VEC) screening applies state and federal database records to identify those sites with the potential to affect subsurface vapor conditions. Tier 1 employs a 1/3-mile (0.33 mile, or 1,760 feet) radius for releases of non-petroleum products, and a 1/10-mile (0.10 mile, or 528 feet) radius for releases of petroleum products. PVECS are identified in Figure 3.
The property therefore has increased potential for vapor encroachment from the following EDR listing:
* 1032 7th Avenue - (25 ft east, higher elevation) reportedly a Historic Cleaner intermittently from 1931 to 1954. Dry cleaning solvents (perchloroethylene, or "PCE", being one of the most common), are known to be volatile and toxic, and improper disposal of these chemicals as well as the lack of regulations historically represent a vapor risk to the site.
Records review for the established radii revealed that the subject property also has a vapor risk from the historic presence of underground storage tanks (USTs) in the surrounding area as identified on Sanborn Mapping. It is unknown if, how, or when these USTs would have been removed, and it could therefore be a vapor risk to the site.
* 601 10th Street - (435 feet northwest, higher elevation) Sanborn mapping identifies two gasoline tanks (presumed USTs) associated with a filling station. The filling station is only listed in the 1931 Sanborn mapping; there was no associated listing EDR report or other reviewed records.
* 1144 7th Avenue - (490 feet southeast, higher elevation) Sanborn mapping identifies two gasoline tanks (presumed USTs) associated with a filling station. The filling station is only listed in the 1931 Sanborn mapping; there was no associated listing EDR report or other reviewed records.
* 537 10th Street - (500 feet northwest, higher elevation) Sanborn mapping identifies two gasoline tanks (presumed USTs) associated with a filling station. The filling station is only listed in the 1950 and 1954 Sanborn mapping; there was no associated listing EDR report or other reviewed records.
