Additional Property Attributes

The Subject Property consists of one legal parcel occupying approximately 2.94 acres. The Subject Property is currently developed with two school buildings located in the south/central and northwestern portions with landscaped lawn space/playground areas along the eastern portion. Asphalt covered drives and parking areas are located in the northern/northwestern portions.

The Subject Property was initially developed for residential purposes in the mid to late 1800s with multiple single-family residential structures formerly located along W. Morrell Street, W. Biddle Street, and S. Blackstone Street. By 1893, an elementary school building was located in the eastern portion of the Subject Property initially identified as Blackstone Public School and later renamed Thomas A. Wilson School. In 1950, the two existing school buildings were constructed with their current configuration and the initial school building was razed; by that time, all residential structures formerly located onsite had been razed. The Subject Property and existing buildings continued to be utilized as a school/adult education facility for the City of Jackson Public Schools until 2019. Since that time, the site has remained vacant with the exception of the northern annex building, which has been used as an overnight resource center for the area's homeless population since early 2023.

The Phase I ESA revealed no evidence of Recognized Environmental Conditions (RECs) in connection with the property except for the following:
* The offsite property located approximately 180 feet east of the Subject Property at 808 Greenwood Avenue historically operated as a dry cleaner from approximately 1966 to 1980.

The Hazardous Materials Inspection completed on September 30, 2024, identified multiple asbestos-containing and presumed asbestos-containing materials, cadmium-containing paint, lead containing-paint, PCBs, and other regulated materials.
