Additional Property Attributes

The property consists of vacant commercial land with no buildings. The property is accessible to pedestrian traffic on all sides, and sidewalks line the property boundary to the northwest (along South 4th Avenue) and the northeast (along East Main Street). Parcel 2.13 formerly operated as a gas station after being purchased by Quaker State Oil Refining Corporation in 1939. William and Garnet Ferrebee purchased the property in 1984 to use for a thrift store.
Parcel 2.14 is shown as developed with an unlabeled store front in the 1940 and 1950 Sanborn mapping. Parcel 2.14 went through various ownerships including the Paden City Land Company (first recorded occupant), the Bank of Paden City (acquired in 1988), Wes Banco (acquired in 1998) and Garnet Ferebee (2001). Parcel 2.15was listed as first owned by Victor H Henthorn (the address was 102 � South 4th avenue with no record of date acquired); other sales included the Paden City Land Company (acquired in 1958), the Bank of Paden City (acquired in 1988), Wes Banco (acquired in 1998) and Garnet Ferebee (in 2001). Former buildings on the site appear to have been built between the 1930s and 1940s, with their demolitions between 2003 and 2004. Recognized Environmental Conditions (RECs)
Paden City Groundwater: Three historic dry cleaners in Paden City have contributed to known contamination of the soil and groundwater. The groundwater is contaminated with tetrachloroethylene (PCE), a common solvent used in commercial and industrial operations of dry cleaning. Paden City utilized three groundwater wells for their drinking water, with two of those active wells that exceed the EPAs PCE maximum contaminant levels (MCLs). The known contamination of the groundwater is a REC.
Potential For Vapor Encroachment Condition (PVEC): The subject property has a potential for vapor encroachment from the following:
* Paden City Groundwater, 223 North 4th Avenue (NPL, SEMS), 348 feet north-northeast
o Three historic dry cleaners have contributed to contamination of the soil and groundwater.
o The groundwater is contaminated with PCE, a common solvent used in commercial and industrial operations of dry cleaning.
o The site was added to the Superfund program's National Priorities List (NPL) in March 2022.
o Paden City's water treatment system uses an air stripper to remove the contamination from the drinking water.
* 122 North 4th Avenue, (WV LUST, WV UST, UST Finder), Listed as 532 feet northeast, lower elevation (several listings associated with this address) using the EDR lightbox measuring tool, this site is approximately 400 ft northeast.
o Leak ID 09-055 for Facility ID 5205763:
o Release date of October 14, 2009; coincides with reported closure/removal dates for three gasoline USTs
o Cleanup initiated October 14, 2009.
o Cleanup completed date not reported.

* The three 4,000-gallon gasoline underground storage tanks (USTs) were removed in 1996.
* Confirmed release date of December 6, 1996.
* Cleanup initiated listed (prior to release date) as December 5, 1996. Clean up completed December 4, 2015.
The site received a letter from the WVDEP indicating no further action is required for the site on December 4, 2015, making the former leak a HREC.
Phase I ESA consultant recommended either a Phase II ESA be conducted to investigate PVECs. Soil gas samples should be analyzed for volatile organic compounds (VOCs). Alternatively, proactively install a vapor barrier and vapor mitigation system for any new building construction.
