Additional Property Attributes

This facility was first registered in 1986, with two tanks on site, both steel, both 8,000 gallons, both gasoline. In 2017, one tank was switched to diesel. In 2020, the remaining gasoline tank was switched to E-10. Since 2006, a vapor monitoring system has been in place, and cathodic protection testing has been conducted with no issues.

Phase I Summary: The Subject Property was listed in the UST database under Facility #4410453. The Subject Property has one (1) 8,022-gallon diesel UST and one (1) 8,022-gallon gasoline UST installed 5/21/1986. Both USTs are single-wall steel tanks which remain in ground currently listed as "Currently in Use" by the OCC. Additionally, the Subject Property currently has multiple violations for missing ten (10) of the previous twelve (12) periods of tank tightness testing, failure to re-certify cathodic protection system due to not having a current three (3) year certification, failure to start sixty (60) day rectifier readings and documentation for the OCC, failure to clean and maintain spill buckets, failure to complete Operator A/B training, failure to have a current Operator, and failure to start thirty (30) day walk through inspections and document for the OCC. Long-standing use in storage and sales of petroleum products, multiple UST system violations, and failure to test tank integrity is deemed a REC/VEC.

There is no record of any release case on site. However, there has never been any soil borings or groundwater testing on the property. Since this property is across the street from Newcastle High School, conducting a Phase II Environmental Site Assessment with soil and groundwater testing and building materials testing is critical to assessing the health of this site and its impact on the surrounding neighborhood. To conduct a thorough environmental site assessment, the historic steel tanks must be removed so that samples can be taken from beneath them.
