The site is currently owned by the City of Portland and managed by Prosper Portland, the City's economic and urban development agency. Prosper Portland is currently leasing the site Oregon Harbor of Hope to manage a resource navigation center, overnight shelter space, and social services access point for Portlanders experiencing houselessness. This use is considered temporary and was negotiated for a term of five years. That initial five year period is ending in December, but the navigation center is still a critically needed resource for the community it serves. The City needs to update the previous environmental assessment work done at the site in order to maintain the navigation center there and ensure the health and safety of the vulnerable population that utilizes the site. The City will need to coordinate with Oregon DEQ to ensure all proposed work is in compliance with environmental standards and the ROD for the site. This site is a portion of Lot 2 of a larger two lot parcel, Union Station Parcel A. The site was part of Union Station's railroad switching yard, built in the 1890's and in operation for over 100 years. In the mid-1990's the site was no longer in use and sold to the City of Portland- PDC, now Prosper Portland. PDC signed a Letter Agreement with DEQ's Voluntary Cleanup Program (VCP) in late 1996, requesting review of a Remedial Investigation and other activities that were already taking place at the site. (The Remedial Investigation was completed in October 1996). Investigation identified elevated PAHs, lead, and arsenic in shallow and deeper soil, with concentrations in shallow soil (only) exceeding risk-based concentrations. Groundwater is not significantly impacted. In December 1997 the Risk Assessment and Feasibility Study were completed. After a public comment period in March 1998, the Record of Decision was finalized in August 1998. Construction of an engineered cap and building on Lot 1 was started and the site was sold in May 1998. A portion of Lot 2 was sold in 2000. Neither Lot 1 or the portion of Lot 2 not owned by the City will be included in this assessment work. In 2019, a temporary cap was installed at this site, under a work plan approved by DEQ, to facilitate the Oregon Harbor of Hope houseless community navigation center, overnight shelter space, and social services access point. This does not represent a final remedy but is considered protective for temporary use. The Risk Assessment done as a part of that work plan needs to be updated and the site re-evaluated with DEQ.
