The site operated as an industrial site since at least the 1940s, including use as a shingle mill, a boat manufacture and repair facility, for materials storage, welding, diesel engine repair and rebuilding, and as a tank-truck washing facility. The property is currently vacant. The Columbia Slough adjoins the northern boundary of the Larsen Property. The Larsen Property was listed
on the DEQ Environmental Cleanup Site Information (ECSI) database (ECSI No. 0186) because of the presence of phenols, phthalates, heavy metals, polychlorinated biphenyls (PCBs), pesticides, petroleum hydrocarbons and associated constituents, and cyanide in soil and/or groundwater. The sources of the contamination include discharge of wastewaters to on-site ponds, product spillage, leaking underground storage tanks (USTs), contaminated stormwater runoff, as well as contaminants released to an on-site drywell.
The City of Portland is considering this site for use as a Temporary Alternative Shelter Site (TASS), temporary managed outdoor shelter and connection to resources and social services for Portlanders experiencing houselessness. This would be a temporary interim use of the site. TASS locations provide safe shelter and comprehensive services to individuals experiencing homelessness, with on site support to help each individual develop health and housing plans to eventually transition to permanent housing. This site would provide both tent/camp sites and RV spaces.
