Additional Property Attributes

The Subject Property, located at 832 China Alley, Fresno, California, is identified by Assessor's Parcel Number (APN) 46707202. The Subject Property consists of approximately 1.2 acres of vacant land. It
was annexed into the city on October 27, 1885. A Phase I ESA has revealed the following recognized environmental conditions (RECs), Controlled RECs (CRECs), and/or significant data gaps in connection with the Subject Property:
REC #1: Liberty Garage, located at 811 G Street (historical address on the Subject Property). The site operated as an automotive repair and garage business from at least 1918 to 1945. The historical use of the facility for automotive repair for almost 30 years, there may be legacy environmental concerns regarding the handling and disposal of petroleum products, solvents, and other automotive chemicals. Given the age of the operation and its location on the Subject Property, the potential for historical releases of hazardous substances and/or petroleum products constitutes a REC.
REC #2: Parisian Cleaners & Dyers, located at 803 G Street (historical address on the Subject Property). The Subject Property was occupied by Parisian Cleaners & Dyers from at least 1927 to 1965, operating as a dry-cleaning and clothes pressing service. It was subsequently occupied by Lamoure's Inc. from 1969 to 1980, functioning as a dry-cleaning plant. The use of petroleum based and chlorinated solvents, such as tetrachloroethylene (PCE), was common in the industry during this period. Given the long history of dry-cleaning activities at the southeast corner of the Subject Property, the potential for a release of solvents on the Subject Property constitutes a REC.
REC#3: According to the EDR report Nisei Auto Service, the adjoining property to the west, operated as an automotive repair shop from 1962 to 2013, listed as both Automobile Repairing and General Automotive Repair Shops. Although the facility was cross-gradient and there are no records of USTs or releases, the facility operated for approximately 20 years prior to environmental regulation. Based on the facility's proximity to the Subject Property, there is potential for undocumented releases to the alley behind the facility to have migrated to the Subject Property, which represents a REC.
REC #4: Dashjian David / G. Barigian, an historical dry-cleaning facility at 1526 Kern Street, adjoining property to the northwest. The facility operated as a dry-cleaning and clothes pressing service under various names over the years. In 1927, Dashjian David provided cleaning and repair services. By 1937, G. Barigian operated the site as a clothes presser and cleaners' establishment, with records indicating continued operation by Gosten Barigian in 1942. Given the prolonged history of dry-cleaning activities and proximity to the Subject Property, the potential for solvent releases from this facility constitutes a REC.

This property's reuse plan and phase II ESA are underway or planned to begin once the SAP and SS/QAPP is approved.
