Additional Property Attributes

The former auto service garage and fueling station was bequeathed to the neighboring Mt. Moriah Missionary Baptist Church in the 1990s. After receiving a North and South Omaha Redevelopment Grant from the Nebraska Department of Economic Development in 2024, the church plans to use the bequeathed land space to develop the Moriah International Center (MIC). The MIC is an 18,000 square foot facility designed to promote new jobs; beautification of Omaha; increased access to healthy foods; culturally relevant performing arts; and skill building opportunities. Due to the proposed location being at a former fueling station, the church had concerns about underground storage tanks (USTs). The Nebraska Department of Environment and Energy (NDEE) completed a Ground Penetrating Radar (GPR) Survey of the site to identify the location of USTs. The GPR Survey identified two USTs located immediately south of the service garage, and the tanks were subsequently removed. Corrosion holes were noted in one of the tanks, and there was evidence of a release to the environment within the tank pit. Analytical results indicated the presence of gasoline and waste oil in the underlying soil and groundwater. Further assessment is currently being conducted by the NDEE Petroleum Remediation Section.

A Phase I Environmental Site Assessment (ESA) and asbestos-containing materials (ACM) survey was completed for the property to identify other environmental concerns that may be present in addition to the USTs. Recognized environmental conditions (RECs) identified in the Phase I ESA include 1) the property being located in the Omaha Lead Superfund Site; 2) historical use of the site as an automotive service station, including use of a hydraulic lift and service drainage pit; 3) presence of the two USTs located to the south of the service station building; and 4) documentation of a historical fueling station with three USTs located in the southwest corner of the property. The ACM survey identified asbestos-containing window glaze within the service station building.

A Phase II ESA was completed to determine if the historical service station activities may have impacted the underlying soil, soil gas and groundwater. Arsenic was identified in soil underneath the service station building at concentrations exceeding both the residential Nebraska Department of Environment and Energy Voluntary Cleanup Program Remediation Goal and the average natural background concentration for Douglas County, Nebraska.
