The Former Polaris Auto Parts Building at 1002 Pine Avenue is 0.16 acre with one 6,594-square-foot commercial service garage built in 1927. The site is unoccupied and within a mixed-use commercial and residential area of Kemmerer, Wyoming. According to Lincoln County tax records, DJ's Holdings, Inc. currently owns the property. Based on a review of the property record card, the land use for the property is classified as commercial.

In October 2024, START V completed a Phase II that included sampling for asbestos in building materials, screening for lead-based paint (LBP), evaluating the soil within the building's dripline for lead, and visually surveying the building for hazardous materials.

No materials sampled at the Former Polaris site were identified as ACM. Interior and exterior building components at the Former Polaris site were identified as having LBP. Analytical results indicated that the concentration of lead in the composite dripline soil sample at the Former Polaris site was below the EPA soil-lead hazard screening level of 200 mg/kg for bare soil but above the EPA's leaching to groundwater maximum contaminant level-based soil screening level of 14 mg/kg.

START V observed and noted other hazardous materials throughout the Former Polaris building, including fluorescent light bulbs that may contain mercury and light ballasts that may contain PCBs.
