The Southern Hotel and Ranger Park site at 1200 Pine Avenue is 2.3 acres with one 3,000-square-foot commercial building built in 1920. The site is unoccupied and within a mixed-use commercial and residential area of Kemmerer, Wyoming. According to Lincoln County tax records, DJ's Holdings, Inc. currently owns the property. Based on a review of the property record card, the land use for the property is classified as commercial.

In October 2024, START V completed a Phase II that included sampling for asbestos in building materials, screening for lead-based paint (LBP)evaluating surface soil within the building's dripline for lead and asbestos, and visually surveying the building for hazardous materials. During the Phase II, START V did not access the second floor of the Southern Hotel building because of safety concerns regarding pre-existing fire damage.

START V identified multiple ACM in the building, including vinyl floor tile (and associated black mastic), joint compound, and glazing at the first floor and basement of the site. Any suspect materials on the second floor that were not sampled on the first floor are assumed to be assumed ACM.

Interior and exterior building components at the Southern Hotel site were identified as having LBP. The concentration of lead in three of the four composite dripline soil samples at the Southern Hotel site exceeded the EPA soil-lead hazard screening level of 200 mg/kg for bare soil. All soil samples exceeded the EPA's leaching to groundwater maximum contaminant level-based soil screening level. Asbestos was not detected in soil samples.

Due to fire that occurred at the Southern Hotel building, other hazardous materials and mold were not observed at the Southern Hotel building. Mold was not observed in accessible areas of the Southern Hotel building.
