An Environmental Covenant will be implemented to meet applicable standards, as detailed below:
- Concentrations of COCs in the soil exceeded applicable standards during 2023. Targeted soil removal and treatment remedies will be implemented, such that COC concentrations meet the Commercial/Industrial land use category.
- An Environmental Covenant will be implemented to include limitations whereby, prior to any human occupancy of these buildings or future buildings, a demonstration that applicable standards are met or a remedy that eliminates vapor intrusion to indoor air exposure shall be installed and maintained as an engineering control.

An Operation and Maintenance Plan (O&M Plan) will be put into place to manage engineering controls implemented at the Property. Engineering controls will consist of two (2) foot thick soil cover or pavement controls in areas where soil removal or treatment are not possible. A Risk Mitigation Plan (RMP) will be developed to protect construction and excavation workers at the Property from exposure to COCs in subsurface soil, and shallow groundwater. The RMP must be implemented whenever construction or excavation activities occur at or below two (2) feet in depth due to the presence of VOCs, SVOCs, PAHs, and TPHs.

Additional Property Attributes

4/25/2025 Ohio EPA: The property was originally part of the Eberhard Manufacturing Company, which produced malleable iron wagon and carriage hardware from 1896 to 1960. The operations included molding rooms, pattern and flash storage, coke rooms, a foundry, flask storage, melting furnaces, and a laboratory. From 1963 to 1973, the property was occupied by Mid-West Steel Warehouse. Later, it was home to Midwest Wire Co., a wire mill, and Perfection Metal Cleaning. From 1985 to 2014, Lomack Drum Co. and Gray Barrel and Drum Co. were listed as occupants in local directories. Between 1991 and 2005, the site was reported as a large quantity generator of ignitable and corrosive materials, metals, methyl ethyl ketone, trichloroethene, and spent solvents.

A limited Phase II assessment was completed in January 2024, which recommended additional sampling. The soil analysis showed exceedances for Benzo(a)pyrene and petroleum compounds above the levels permitted for commercial land use. However, none of the groundwater samples detected exceeded the USEPA VISL standards for commercial land use. Additionally, soil vapor tests revealed volatile organic compounds (VOCs) exceeding the acceptable levels for commercial and industrial land use. Fortunately, all detected VOC concentrations in indoor air were below the VAP standards for commercial and industrial use. Based on the findings of the limited Phase II assessment, Partners recommends further remedial sampling for the property. A VAP Phase II Property Assessment was then completed in July 2024, it was determined that with targeted soil removal remedy and the implementation of the Environmental Covenant, Risk Mitigation Plan (RMP), and Operations and Maintenance Plan (O&M Plan) the Property will meet applicable standards. The property is vacant and consists of three buildings. Future redevelopment plans include expanding the Miceli Dairy Company, adding warehouse and cold storage space, and adding production lines. The redevelopment will also feature a truck turnaround area, a wastewater treatment facility, a mozzarella factory, an expanded shredded cheese facility, and additional cooler space.

Fall 2024 ODOD Award: Cuyahoga County Land Reutilization Corporation (Cuyahoga County) was awarded $1,934,812 for Cleanup/Remediation for the Miceli Expansion. The project will demolish obsolete structures and remove contaminated soil at the former Eberhard Manufacturing and Gray Container sites. Redevelopment plans include paving the site for truck parking and retaining a renovated warehouse for storage, supporting Miceli's expansion efforts and creating 320 new jobs.
