Additional Property Attributes

4/25/2025 Ohio EPA: The Subject Property is 0.226 acres of commercial land located southeast of the intersection of W. Canal Street and Canal Court. You can access the property from W. Canal Street, Canal Court, and Minden Court Street. The property includes a two-story residence that is 1,071 square feet and a 2,860-square-foot light manufacturing building. Both buildings are currently empty. Historical records show that the property has had a residence and a garage since at least 1895. By 1933, Sanborn Maps listed the residence as a storefront. The garage was expanded in 1915 and operated as an automotive repair business from at least 1924 until about 2019. A building was added next to the garage around 1933, which worked as a dry-cleaning business called Besst Cleaners from at least 1933 to 1977. A representative of the property owner said that dry cleaning machines were also inside the residence while Besst Cleaners was in business. After Besst Cleaners closed, the automotive repair business grew and took over the dry-cleaning building. The residence has been empty since around 1977, and the dry cleaning and garage buildings have been vacant since about 2019. The applicant intends to address any contamination that may be identified and then market the property for redevelopment. The February 2024 Phase I found 3 RECs: Dry-cleaning operations; automotive repair business, and Oxford Dry Cleaners to the northeast. ACM Survey revealed approximately 150 square feet (SF) of cloth vent wrap (5-1,2,3) found in Rooms 7 and 8 is classified as thermal system insulation (TSI), RACM. The September 2024 Phase II: The three suspected orphan underground storage tanks (USTs) are not registered with BUSTR, and their past or present contents are unknown, making it unclear if they are subject to regulation. Coordination with BUSTR is necessary to determine their status, and if regulated, the USTs should be permanently closed according to applicable state and local regulations. The soils at the Subject Property meet Ohio VAP standards for commercial and industrial use. However, soil beneath the southern building is contaminated with arsenic above the residential direct contact standard. Shallow groundwater in the northern portion of the Subject Property is contaminated with chlorinated solvents PCE and/or TCE above Ohio VAP UPUS standards, which relate to drinking water. An ordinance or environmental covenant may be necessary to prevent future well installation for potable use. Indoor air sampling is needed to confirm the risks from VOCs in groundwater and assess vapor intrusion accurately. Given the proximity of both the former Oxford and Besst Cleaners, the source of chlorinated VOCs in the northern area could be from either or both dry cleaning facilities.
