Additional Property Attributes

The property, owned by the City of Cleveland Industrial-Commercial Land Bank through The Zone, LLC, spans approximately 2.46 acres and is currently vacant. Initially developed before 1896 as part of the Cleveland Stock Yards, the site hosted operations related to livestock handling, slaughtering, sausage and casing works, lard rendering, meat cutting and packing, curing of meat, and storage facilities, including a smokehouse, lard room, ice machine, engine room, fertilizer room, and cooler rooms.

From 1930 to 1961, Swift & Company, a division of Federal Packing Company, operated the site for meat processing and packaging. A tank house, likely used for petroleum storage, was located on the southeastern portion of the property from 1913 to at least the 1950s. A transformer house was also present on the southern half of the property from the 1950s through the 1970s. Over the years, the property changed ownership, with businesses like West Side Metals & Recycling using the site. All remaining structures were demolished starting in 2018.

Soil testing results from the July 2024 Limited Phase II performed by Partners Environmental Consulting, Inc, show no contamination from VOCs, PAHs, TPHs, or PCBs at levels exceeding applicable standards. However, sample locations were adjusted due to rubble obstructing access. Groundwater testing indicates no contamination from VOCs or PAHs at levels above USEPA VISL standards, and no further groundwater investigation is needed. A ground penetrating radar (GPR) survey identified anomalies likely linked to former building foundations, railroad spurs, and a plugged oil/gas well. While no orphan USTs were detected, their presence cannot be entirely ruled out. No further GPR assessment is required, but any discovered materials during redevelopment should be handled according to relevant regulations.
