Additional Property Attributes

The Subject Property, which has been vacant since 2018, was occupied by Fun Town Playgrounds, Inc. from 2004 to 2018. The buildings on the property were demolished in 2024. Historically, the property has been used for industrial purposes since the 1920s, including as the Oberhelman Ritter Foundry from approximately 1920 to 1989. Sanborn maps show multiple buildings, such as warehouses, a carpenter shop, and a dress factory, changing over time. Environmental assessments include a 2017 Phase I ESA, a 2018 Phase II ESA, and a 2024 Phase I PA. Previous investigations have identified various industrial features, including coke storage areas and railroad siding.

Tetra Tech conducted a Phase II Preliminary Assessment (PA) at the Former Fun Town Property at 3337 Colerain Avenue and 1328 Monmouth Avenue, Cincinnati, Ohio, for the Ohio EPA. The field activities carried out in June and July 2024 included soil, groundwater, and soil gas sampling. Soil samples showed detections of VOCs, SVOCs, PCBs, TPHs, and metals, with some exceeding VAP Residential GDCSS, including benzo(a)pyrene and arsenic. Groundwater samples showed no VOCs, SVOCs, or PCBs, but some metals were detected, though they met VAP standards. Soil gas samples indicated low levels of contaminants below EPA thresholds for both commercial and residential scenarios. The Phase II PA found soil exceedances of VAP standards for residential use. Remedial actions, such as soil excavation or restrictions, are recommended before redeveloping the property for residential use.
