Additional Property Attributes

The property at 41 Summer Street has a 45+ year history of industrial electroplating operations from 1952 to 1999. The property was subdivided into two separately owned parcels: 41 Summer Street and 41R Summer Street. The parcel at 41 Summer Street is privately owned parcel and submitted to MassDEP a permanent solution with conditions in October 2020. The 41R Summer Street property was obtained by the City of Attleboro through tax foreclosure in 2019. This RCA proposes remedial actions to be conducted on the 41R Summer Street parcel. The 41R Summer Street property is the location of the lined impoundments and unlined lagoons into which industrial wastewater was discharged during Leavens plating operations. In 2021, a MassDEP contractor conducted assessment that identified elevated metals and chlorinated solvents, including PCE & TCE, in the soil and groundwater in the areas of the impoundment and lagoon. A state contractor will design and install a soil vapor extraction system at the 41R Summer Street property to cost effectively address the chlorinated solvents in soil and groundwater at the property. It is anticipated that the SVE system will aid the City in achieving a Permanent Solution Statement at 41R Summer Street and will facilitate redevelopment at the site. MassDEP and their state contractor will conduct operation and maintenance of the system during the initial start up period. The City of Attleboro, as property owner, has committed to the operation and maintenance of the remedial system following the initial start up period.
