Additional Property Attributes

A Phase I Environmental Site Assessment (ESA) of the SW 8th Place Property (the subject property) located at 2024 SW 8th Place in Ocala, Florida. The purpose of this assessment was to identify recognized environmental conditions (REC) in connection with the subject property by means of interviews, review of record information, and site reconnaissance.
The environmental assessment was conducted in conformance with the scope of American Society for Testing and Materials (ASTM) International Standard Practice E1527-21.The site reconnaissance on November 25, 2024. The subject property consists of a 20.81-acre parcel of land that consists of grassy areas on the northern and eastern portions and heavy tree coverage along the southern and eastern boundaries. A communications tower compound owned by the City of Ocala is located on the eastern portion of the subject property. There are also asphalt driveways traversing the north and east portions of the subject property. The current owner of the subject property is City of Ocala CCN #008. The 1940 aerial showed the subject property and the adjoining properties to the south, west, and east were part of the same overall property within the former Taylor Field that operated as a municipal airport from 1933 to 1941 and as a US Army Air Corps/Air Force flight training school from 1941 to 1962. The nearest airstrip for Taylor Field was located approximately 1,300 feet southeast of the subject property. The flight line where offices, hangars, and maintenance facilities were likely located approximately 1,000 feet southeast of the subject property, just south of where Highway 200 is now located. A road leading from the flight line area runs northwest directly to the subject property. It is possible the pit was used as a borrow pit in the construction of the
airfield. The pit does not appear to have been extensively expanded in the 1949 aerial, which supports this conclusion. In 1956, the pits had been greatly expanded onto the subject property. Because the airfield was five years from closure, it is unlikely the new pits were being used as borrow pits, but more likely as a landfill. This conclusion is also supported by the anecdotal information provided by the subject property owner and the City of Ocala. From 1973 to 1988 the disturbances appeared to be covered and increasingly vegetated as the landfill appeared to have been vacated.

Properties surrounding the subject property consist of commercial properties, residential properties, and undeveloped and wooded land. The site is bordered to the north by wooded
land and residences; to the east by a stormwater drainage detention basin and wooded land, followed by DeLuca Toyota; to the south by Shady Hollow Apartments, Marion Senior Services, and SW 20 Court, followed by undeveloped land; and to the west by SW 23rd Avenue, followed undeveloped land.

Historical records indicate that the adjoining properties to the north were vacant, but in 1964, large sandy areas were present, and dirt roads ran throughout the adjoining property;
by at least 1973 the vacant land had been developed with residences and by at least 1983 the adjoining land to the north was used for agricultural purposes. The adjoining properties
to the south and west have been vacant and dirt roadways were observed throughout the respective areas. The uses of the adjoining properties could indicate the first uses of the
dump area/landfill in connection with the subject property.

The surrounding properties in 1940 included an airfield and residences to the southeast and a mix of vacant agricultural land to the west and north. The airfield was historically known
as Taylor Field that operated as a military contract pilot school from 1941 until 1944 and became a public airport. The airport was closed in 1967 and was located approximately 1,300 feet southeast of the subject property. The airfield runways remained on historical aerials until 1988. The airfield was develope
