Additional Property Attributes

A Phase I Environmental Site Assessment (ESA) of Southwest (SW) 23rd Avenue, the subject property, located in Ocala, Florida. The purpose of this assessment was to identify recognized environmental conditions (RECs) in connection with the subject property by means of interviews, review of record information, and site reconnaissance. The environmental assessment was conducted in conformance with the scope of American Society for Testing & Materials (ASTM) International Standard Practice E 1527-21, which meets or exceeds the scope of Standard Practice E 1527-13.

The site reconnaissance on November 25, 2024. The subject property is made up of one parcel totaling approximately 6.61 acres in size. The subject property consists of grass-covered land with heavy tree coverage along the western and northern property boundaries. The current owner of the subject property is City of Ocala CCN #008. Historical records show that the subject property was used as a landfill and likely a borrow pit for the Taylor airfield. Aerial photographs from 1940 until 1964 show a dirt roadway that spans from the subject property directly to where the former airfield was located. From at least 1973 until 2024 (when site reconnaissance was conducted) the subject property has been a vacant grass-covered/wooded lot. The aerial photographs support the timeline of the use of the subject property as a landfill/dump area.

The current uses for adjoining properties include a mix of residences and apartments, vacant land, material storage area for the City of Ocala stormwater division, and a cell
tower. Historical records indicate that the adjoining property to the north was undeveloped land likely used for agricultural purposes from at least 1940 until 1973. The aerial photograph from 1973 shows surrounding land being developed with residences that are seen in current aerials dating up to 2023. The adjoining property to the east was likely used as a borrow pit and possible dumping area for the Taylor airfield located to the southwest. There are several connecting dirt roadways, which lead to the airfield located on the adjoining property. Historical records indicate that from at least 1940 until at least 1964 the adjoining land was being disturbed and soil was likely being hauled off the adjoining property. In 1973 much of the property has been graded and backfilled with soil and is grass-covered land. The aerial photograph from 1983 shows the cell/radio tower on the site on the east boundary of the adjoining property to the east. By 1988 much of the adjoining land is now covered with wooded land and grass-covered areas until 1999, when there is a visible sandy/dirt clearing that is likely being used for material storage. Present day SW 23rd Avenue was also constructed sometime between 1995 and 1999 according to historical records. The adjoining land to the south also indicates disturbance and use of soil likely for the Taylor airfield. There are interconnecting roads to the east adjoining property and a dirt road that spans from the airfield, through the south adjoining property and onto the subject property. By 1973, the airfield is no longer in use and the surrounding area to the south is expanding with residences and as a result, the land looks to be much less disturbed. It is
unclear what the adjoining land was being used for at this time, but it is still undeveloped vacant land. In 1983 the south adjoining land is mostly grass-covered area, but a dirt roadway remains that connects residences to the south and residences on the surrounding property to the north of the subject property. In 1995 some of the land has been cut over and appears to be the historical landfill/old dump area. The 1999 aerial indicates that SW 10th Street has been constructed and is followed by vacant wooded land that was observed at the time of site reconnaissance. The adjoining property to the west is undeveloped agricultural land from at least 1940 until 1995. The adjoining
