Additional Property Attributes

Standard and other historical resources were able to document that the subject property consisted of agricultural and vacant land from at least 1952 until between 1960 and 1970 when the Louisville East Lagoon Wastewater Treatment Plant (East Lagoon WWTP) was constructed in the northern and central portions. Sand filtration "ponds" were constructed to the south of the lagoon between 1985 and 1992, and a chlorination/dechlorination basin and associated building were constructed in the southeastern portion between 2009 and 2012. The subject property has been utilized as a wastewater treatment plant since between 1960 and 1970.

This assessment has revealed the following REC in connection with the subject property:

* The subject property has been occupied by the East Lagoon WWTP since between 1960 and 1970. PM observed a wastewater treatment lagoon in the northern and central portions and sand filtration "ponds" in the southern portion. The lagoon receives wastewater from residential, commercial, medical, and industrial operations, including metal fabrication and manufacturing operations. Medical and industrial wastewater can be a source of contamination, including heavy metals and per- and polyfluoroalkyl substances (PFAS). The lagoon was constructed with a clay liner and has not been emptied or inspected since construction. Based on the age of the lagoon (at least 54 years), the potential exists for failure of the liner to have occurred over time. The sediments and sludge at the bottom of the lagoon may contain elevated levels of contamination that may have negatively impacted the subsurface.

* A drainage ditch is located in the northern portion near the pump station. An overflow pipe is also located in the northern portion that discharges to the drainage ditch when wastewater amounts exceed the capacity of the pump station. During the site reconnaissance, PM observed dark sludge-like material within the ditch beneath the overflow pipe. The time period the drainage ditch has received untreated wastewater is unknown, but based on previous environmental reports, overflow discharges to the drainage ditch have been occurring intermittently at the subject property for at least a year, and possibly more than 10 years. Based on observed site conditions and the length of time that untreated wastewater has discharged from the overflow pipe, the potential exists that the wastewater has negatively impacted the subsurface.
