Additional Property Attributes

The subject property consists of one parcel (06-06-18-0115-0000-0000) totaling approximately 0.59 acres. The first Sanborn map from 1884 depicts the property with a shed. Through the late 1890s, the site continued to be developed with dwellings along 4th Avenue and a boarding sales store along 11th Street. By the 1930's, the dwellings were replaced with offices and storefronts which lined 4th Avenue. A vulcanizing garage occupied the western portion on the property along 11th street. A gasoline underground storage tank (UST), likely associated with the garage, was identified in the 4th Avenue right of way in the 1931 Sanborn. By the 1950's, the garage was replaced with a filling station operating with two USTs, and auto parking, with a greasing building along the unnamed alley north of the site. Storefronts and offices continued to occupy the eastern portion of the site along 4th Avenue. By the last Sanborn map in the 1960's, only two storefronts remained along 4th Avenue, with no changes to the filling station other than an increase in the number of pumps and USTs to four. The current building on site has occupied the site since the 1920s.
A leaking underground storage tank (LUST) was identified while completing roadwork on 4th Avenue in October 2015. The LUST was identified to be an orphan tank in the 4th Avenue right of way. The owner of the tank could not be identified. The cleanup of the orphan tank was completed in February of 2016. It is assumed the orphan tank discovered in 2015 is the UST identified in the 1931 Sanborn Map.
The USTs associated with the former filling station have reportedly been closed in place and are likely still present on the subject property.
This assessment has revealed evidence of the following RECs and other findings in connection with the subject property:

Recognized Environmental Conditions (RECs)
Historic Automotive Repair and Service:
The site operated as a vulcanizing garage in the 1930s. A vulcanizing garage repairs flat tires and services other car and motorcycle needs. A greasing building associated with a filing station operated on site in the 1950s, along the northern property boundary. These historic operations have the potential to contaminate the property with petroleum and/or solvent chemicals due to disposal procedures common at the time and are therefore a REC.
Historic Filling Station:
According to the 1950 Sanborn Fire Insurance Map, a filling station operated on the southwestern portion of the property. According to site records, there were three USTs (one 3,000-gallon UST and two 2,000-gallon USTs) that were known to exist at the property. Sanborn maps in the 1960s depict four USTs. The USTs have been reportedly closed in place. The potential for these closed in place tanks to have impacted subsurface soils cannot be eliminated and are therefore a REC.
Potential For Vapor Encroachment Condition (PVEC):
A vapor encroachment condition (VEC) screening applies state and federal database records to identify those sites with the potential to affect the site's subsurface vapor conditions. These can result in a REC. The property has increased potential for vapor encroachment from the following nearby listings:
* Spic and Span Inc, 1207 4th Avenue, (EDR Hist Cleaners), 415 feet east, higher elevation, listed as a dry-cleaning plant under the name Spic & Span Inc intermittently for the years 1969-1988.
* One Hour Martinizing of Huntington, Inc., 418 10th Street (EDR Hist Cleaner, WV DRYCLEANERS), 510 feet southwest, higher elevation, listed as a drycleaning plant under One Hour Martinizing Huntington and White Way Inc. intermittently for the years 1997-2008. Facility status is listed as closed.
