Additional Property Attributes

The site consists of two vacant, contiguous parcels of land covered with grass. The site formerly housed a commercial structure, which was demolished in 2017. the subject property was developed with a commercial structure from at least 1884 through2017. From 2017 through the present day, the subject property has been unimproved grass area.

According to historical fire insurance maps, the commercial structures on the subject property were occupied with businesses including wringing machines, jewelry, and gold- & silver-plating facility (1884), and a paints and oils facility (at least 1902 through 1921). Other on-site tenants included lambskin clothing products, apparel repair, Singer (sewing machine) Company service center, jewelry sales, and tattoo parlors (from 1964 through 2017).
2024 Phase I ESA (ECS)
The Phase I ESA focused on the subject site, reported as 1058 and 1068 Main Street in Wheeling, Ohio County, West Virginia.
The following REC was identified:
* According to historical fire insurance maps, the commercial structures on the subject property were occupied with various businesses including a gold- & silver-plating facility in at least 1884, and a paints and oils facility from at least 1902 through at least 1921. The process of metal plating can result in the discharge of heavy metals such as chromium, nickel, copper, zinc, and cadmium. Additionally, former on-site oil and paint operations could have adversely impacted subsurface conditions. Historical oil and paint operations utilized hazardous pigments and heavy metals. ECS considers the former on-site operations as a metal plating and paint and oil facility for at least twenty years to represent a REC to the subject property. It is the opinion of ECS Mid-Atlantic, LLC that additional environmental assessment of the subject property is warranted at this time. There were multiple historic dry cleaners identified in the Environmental Data Resources (EDR) report that were not included in the findings and/or RECs of the 2024 Phase I ESA.
The December 2024 Phase II ESA evaluated the property for metals, PAHs, VOCs, and PCBs. Based on the Phase II ESA investigations, Montrose concludes there are potentially complete exposure pathways. COCs are arsenic, lead, and benzo(a)pyrene in surface and subsurface soil, and lead and naphthalene in groundwater. The Phase II ESA recommended that the user consult with a Licensed Remediation Specialist (LRS) regarding:
* A deed restriction for the site that restricts the extraction of groundwater for any use other than monitoring or remediation. Because the site has access to municipal water supply, this is not a current concern or risk to human health.
* A Soil Management Plan (SMP) should be developed and followed to protect current and future users of the site. The SMP should include guidance for soil testing if soils are brought onsite, as well as if soils are to be relocated onsite or disposed offsite. The SMP should provide guidance for a soil cover in areas of concern.
* Soil cover, as needed, for the intended land use; cover, such as a layer of clean soil to a prescribed depth, is intended to provide a barrier to the impacted soil. Alternatives to using soil (to prevent direct contact with impacted soil) are available and may be used. An LRS can provide guidance. In all cases, routine maintenance and repair of the cover is recommended.
