Additional Property Attributes

The subject property consists of four parcels:
* 25-11-0010-0109-0000 (3.52 acres, herein after 10-109.0 or Parcel A as identified in the VRP)
* 25-11-0010-0109-0001 (1.85 acres, 10-109.1, or Parcel A as identified in the VRP)
* 25-11-0010-0109-0002 (0.77 acres, 10-109.2, or Parcel A and B as identified in the VRP)
* 25-11-0010-0109-0003 (2.1 acres, 10-109.3, or Parcel A and B as identified in the VRP))
* 25-RA-ILRO-ADRO-AD (0.81 acres, 25-Railroad, or Parcel A and B as identified in the VRP) the eastern portion of this parcel only.

The site was already developed as of the 1893 Sanborn map, which identified the Fostoria Glass Company occupying the site. Fostoria Glass manufactured hand blown, etched, and pressed glassware from 1891 until 1986 when it ceased operations. The plant also manufactured leaded crystal and colored glassware.

Portions of the main building on site began being dismantled in the 1990s. All site structures were demolished by the 2010s.

The property has received a certificate of completion (COC) on June 10, 2013, under the West Virginia Department of Environmental Protection (WV DEP) Voluntary Remediation Program (VRP) under the name "Former Fostoria Glass", VRP #11418.

The property is currently vacant. Parcels 10-109.3 and 10-109.2 are north of an inactive, abandoned rail line, which runs east-west and is identified as its own parcel (25-RA-ILRO-ADRO-AD). The area north of the railroad parcel has a gravel parking area that is surrounded by grass, accessible via Fostoria Avenue. South of the rail line are parcels 10-109.0 (southwestern parcel) and 10-109.1 (southeastern parcel), which then abut the northern edge of First Street. A chain-link fence surrounds a gravel parking area on the southern half of the site, which is accessible from a gate off Fostoria Avenue. A drainage ditch is present in the grassy area located west of the fenced area, on parcel 10-109.0, the ditch runs north into Parrs Run. Parrs Run wraps around the northern portion of the property at the border of parcel 10.109.3 and 10-109.2.
A Phase I ESA performed January 2025 did not identify any RECs.
Controlled RECs (CRECs)1
The subject property successfully completed the WV VRP and was granted a Certificate of Completion in June 2013, at which time a Land Use Covenant (LUC) was approved and implemented. The LUC restricts excavation activities on Parcel A and prohibits the extraction of groundwater from both Parcel A and Parcel B, except for the purpose of monitoring or remediation. The LUC restricts the uses of Parcel A for any purpose other than as nonresidential property as defined by the West Virginia Voluntary Remediation and Redevelopment Act (West Virginia Code � 22-22-2(q)). Additionally, annual site inspections are required to be completed and submitted to WVDEP.
The property owner is interested in selling the property for development for residential use. This would require a WV VRP Certificate of Completion reopener to assess and remediate for residential use.
