Additional Property Attributes

The property is a three-story structure and is currently used as a warehouse and storage for the Salvation Army. The western edge of the subject property abuts against an unnamed alley. The northern edge of the subject property abuts against Lane 14. The building is in poor condition with the facade on the front separating from the building and upper story along the alley contains loose bricks and a bulging wall. The northern room approximately 30 feet wide and 20 feet long on the first floor was filled with water approximately 3 feet deep with a visible hole that went to an unknown depth.
Based on the historical resources reviewed, the site was developed in the late 1800s according to an 1890 Sanborn map which identified four dwellings spanning the site. In the 1921 Sanborn map the three western most dwellings have been razed and replaced with one large building labeled as the United Dairy Company that has an office and repair room, a stable, and an automobile garage. Identified in the 1950 Sanborn map all buildings on the site have been razed and replaced with a new building built in 1925 with fireproof construction and labeled as the United Dairy Company. An elevator is located on the western side of the building and stables are located on the first floor and a bridge is depicted spanning Alley 14 (currently Lane 14) to connect to the building on the north side of Alley 14. The 1952 Sanborn map no longer labels the stables that were present on the first floor. The United Dairy Company was replaced by The Salvation Army which used the building as a warehouse as identified in the 1972 Sanborn map. The 1982 aerial photograph shows the site in its current configuration.
Recognized Environmental Conditions (RECs )
Historic UST:
Documents provided via the FOIA request indicate the presence of a form 1,000-gallon gasoline under ground storage tank (UST) located at the salvation army. The tank was installed in 1969 and was removed by Englefield Oil Company in October 1988. No documents indicated the exact location of the tank or if any contamination was encountered during removal. Because this tank was removed in 1988, prior to more stringent UST closure requirements, the tank could have potentially contaminated the subsurface and could pose a vapor risk to the site.

Historical Commercial Use:
The subject property has a long history of dairy production. The property history includes former stables, repair room, and automobile garage. The property housed the United Dairy Company from the 1920s through the 1960s. The site is currently used by the Salvation Army as a warehouse and storage. The first floor contains an area that is approximately 30 feet wide and 20 feet long and was filled with water approximately 3 feet deep with a visible hole that goes to an unknown depth. The source and how long the water has been present are unknown. The water may contain contaminants from the former dairy operations.
