Additional Property Attributes

The subject property consists of 15 individual parcels addressed as 4002, 4004, 4008, 4012, 4016, 4020, 4024, 4032, 4035, 4038, 4039, 4043, and 4044 Franklin Street and 4033 and 4044 Decatur Street. The subject property has been historically vacant apart from dwellings that previously existed on 4033 and 4041 Decatur. Holy Name Housing Corporation intends to develop the subject property into new affordable housing units. A Phase I Environmental Site Assessment identified the following recognized environmental conditions (RECs): (1) Incomplete documentation associated with a 20-gallon transformer oil spill approximately 535 feet topographically upgradient; (2) one historical automotive facility identified on an adjacent property; and (3) an active leaking underground storage tank facility within close proximity of the subject property. A Phase II ESA is recommended to determine if any of the RECs have impacted the underlying soil gas and/or groundwater at the subject property.
