Additional Property Attributes

The Subject Property is an approximately 2.1-acre site containing a four-story former courthouse building and parish library located at 405 Carter Street, Vidalia, Louisiana 71373. The site is landscaped and contains sidewalks and on street parking areas adjacent to the building. Land uses in the vicinity are commercial and governmental offices and retail businesses. The ground floor of the Subject Property is currently utilized as the main branch of the Concordia Parish Library. The remaining floors are currently vacant.

This assessment revealed three HRECs in connection with surrounding properties: 1) A former gas station (Vidalia Gulf / Racetrac), at 501 Carter Street, is listed in several databases. The facility is identified by the Louisiana Department of Environmental Quality (LDEQ) as Agency Interest Numbers (AI #s) 20614 and 71937. Five underground storage tanks (USTs) were removed from the facility in 1997, and four USTs were closed or removed from the facility in 2013. Samples collected during UST closure activities contained elevated concentrations of petroleum products. Remediation and monitoring were conducted. The LDEQ issued a notification of no further action (NFA) required in 2008; a conveyance notice limiting future land use was filed. A second NFA was issued in 2016 after the 2013 USTs removals. Due to the proximity of the facility to the Subject Property, this site is considered a Historic REC (HREC).

2) An operating gas station (U-Pak / Exxon / currently Discount Gas) at 506 Carter Street is listed in several databases. The facility is identified by LDEQ as AI # 70341. Four USTs were closed in 1996, and three USTs are listed as active. A line leak was reported and addressed in 1993. Due to the proximity of the facility to the Subject Property, this site is considered a HREC.

3) An operating gas station (RK Foodmart/Wag A Sack currently Continental Food Mart) at 605 Carter Street is listed in the Leaking UST (LUST) database. The facility is identified by LDEQ as AI # 75536. A petroleum release was discovered in 2000 and remediated. The LDEQ issued a NFA in 2009; a conveyance notice limiting future land use was filed. Due to the proximity of the facility to the Subject Property, this site is considered a HREC.
This assessment revealed no RECs, controlled recognized environmental conditions (CRECs), VECs or significant data gaps in connection with the Subject Property or adjoining properties.

Potential asbestos containing materials (ACM) and lead-based paint (LBP) may be present at the Subject Property. Appropriate methods and actions pertaining to applicable regulations should be administered prior to any disturbance of these suspect materials which will require specialized surveys and possibly removal and disposal.

It is recommended that ACM and LBP inspections be conducted at the Subject Property to determine the presence, and volume of any potentially regulated materials. The User has requested that since no restoration activities will be conducted within the recently renovated library area of the Subject Property, this area be excluded from LBP and ACM sampling.
