Additional Property Attributes

The 0.22-acre Subject Property consists of one parcel identified by the Herkimer County Tax Assessor as parcel ID 120.25-1-38. Improvements include one three-story mixed-use commercial and residential building totaling 13,829 square feet. The building is identified as the Hines building on the North Main Street face of the building. The building is vacant and unoccupied and has been for at least five years. The second and third floors of the building consist of former apartment units, while the first floor is a former nightclub and a former tattoo parlor. An unfinished basement underlies the building and is used as storage space. A paved asphalt parking area is located in the rear of the Subject Property. The Subject Property building is connected to the municipal sewer. The municipal water supply was physically cut from the Subject Property building in years past. The building was heated with natural gas provided by National Grid, however service to the building is currently disconnected. Electricity was provided to the Subject Property by National Grid, however service to the building is currently disconnected.

The Subject Property was developed sometime prior to 1884 with a two-story dwelling and several stables on the western side of the property. The Subject Property was originally addressed as 808 Main Street until approximately 1900 in which it was renamed as 129 North Main Street. The Subject Property was then used as a secondhand store in 1911 until sometime prior to 1923. The current building footprint was constructed in the 1910s in which the front portion of the building operated as a storefront and the rear of the building operated as the Richmond Theatre that showed moving pictures. The rear of the building was only one-story while the front was three-stories. The Subject Property operated as a theatre until approximately 1961. Multiple commercial businesses including beaty salons, hairdressers, a travel agency, an alcohol control group, an appliance store, and a dentist operated the Subject Property between the 1960s and the 1990s. The property was then occupied by residential tenants in the apartments in the 1990s into the 2000s. A tattoo shop and a nightclub operated the Subject Property building most recently prior to becoming vacant in the 2010s. The last apartment tenant listed in the Subject Property building was in 2017. None of the previous usages of the Subject Property building likely involved the use of petroleum products or generated hazardous waste. The Subject Property was listed in the spills database for one spill that occurred in 2011 in which 75 gallons of fuel oil was reportedly released in the rear parking lot after someone had drilled holes into a tank. No evidence of a 75-gallon loss was reported by the NYSDEC, although a stained 10-foot by 10-foot concrete area was identified. This area was to be cleaned up and the spill was closed on March 30, 2012 as meeting cleanup standards.
