Additional Property Attributes

The Site is approximately 0.20 acres in size and composed of two contiguous parcels and is vacant land. The Site is accessed from Cedar Street to the southwest. Currently, the surrounding area remains heavily developed, with predominantly residential and commercial properties including numerous asphalt parking lots. UThe presence of urban fill materials are known presumed to be present at the Site, as they have been found on surrounding properties and throughout most of the downtown Citysurrounding area.

Historical research performed during this Phase I ESA indicates that two residential buildings were constructed on Site in 1884, one each at 15 and 19 Cedar Street. The building on 15 Cedar Street consisted of a two-family residential structure; the building on 19 Cedar Street consisted of a three-family residential structure with full basements. By 1949, the northeastern portion of 19 Cedar Street was demolished. Both buildings at 15 and 19 Cedar Street were demolished prior to 2024. Both buildings at 15 and 19 Cedar Street were demolished in 2021, as indicated by demolition permits. According to a 1989 building inspection report, the former structure on the 19 Cedar Street parcel was found to have a fuel tank in the interior basement, peeling paint and overall friable asbestos. A review of historical tax cards for the former structures at both 15 and 19 Cedar Street indicated exterior walls were made of asbestos shingles and the exterior consisted of clapboard siding (likely painted). According to 2021 Building Permits, conditions included pre-inspection and removal of asbestos prior to demolition and filling in of the foundation. Based on these findings, the age of the structure(s) and lack of detailed demolition information, the presence of soil containing residual hazardous building materials (i.e. asbestos, lead paint, and/or polychlorinated biphenyls or PCBs) may exist.

In 1886, adjoining properties surrounding the Site were densely developed with residential properties. The Portland Boys Club occupied the eastern adjoining property at the corner of Cumberland Avenue and Chestnut Street. A laundry company was located to the south of the Site at the corner of Cumberland Avenue and Elm Street. By 1970, adjoining properties to the southwest were redeveloped as parking lots and commercial/office buildings (occupied by the Salvation Army at least since 1980). The surrounding area remains heavily developed, with primarily residential dwellings, commercial properties, and parking areas.
