BCA Environmental Caribe, L.L.C. (BCA) has performed a Phase I Environmental Site
Assessment (ESA) on the Mayag�ez Elderly Home, with the address 170 Calle
Ram�n Emeterio Betances, Mayag�ez, PR, 00680, referred to in this report as the
subject property. It is a former elderly home located at the Pueblo Ward of the
Municipality of Mayag�ez. The subject property consists of a single parcel of
approximately 1.71 acres in size and is surrounded by predominantly residential,
commercial, and mixed-use properties. The subject property is bordered to the north
by F.D. Roosevelt Road, with the Theodore Roosevelt School adjacent to the
northwest. To the east, it is adjoining the Ram�n Emeterio Betances Road, with some
neighboring commercial properties adjacent to the subject property. To the south, it
borders Delicias Road, which also features some commercial properties. Adjoining
west of the subject property are residential properties. The subject property has been
under the ownership of the Municipality of Mayag�ez since 1880s and has served
different aspects of an institution, these are: a psychiatric hospital, orphanage, elderly
care home, and was later used as office space. Additionally, the surface drainage of
the subject property is mostly to the south-southwest towards Ca�o Majagual, a
stream that ends in the Mayag�ez Bay. The subject property is currently unoccupied.
Environmentally significant information pertaining to the subject property was found
during this investigation includes:
* The presence of a black-colored ground stain, appearing to be a petroleum
stain, was observed adjoining to the old Caterpillar generator.
* The presence of a septic tank at the subject property of unknown use,
contents, and internal condition
