Additional Property Attributes

Standard and other historical resources document the subject property was developed by 1899 with a dwelling and associated outbuilding (i.e., carriage house, shed, etc.). The outbuilding was demolished between 1909 and 1916, when a new outbuilding was constructed. The outbuilding was demolished between 1927 and 1949. The dwelling was converted to commercial use between 1933 and 1938 and was occupied by East Side Furniture Shop from at least 1938 to 1951 and East Side Plumbing Shop from at least 1955 to 1977. An addition was constructed to the southern portion of the dwelling between 1950 and 1956. The dwelling was converted back to residential use between 1977 and 1982 and was demolished in 2004 due to irreparable fire damage. Based on the known residential use, PM has not identified the fire as a recognized environmental condition (REC).

This assessment has revealed the following REC in connection with the subject property:

? The PM was unable to determine the heat source for the former dwelling prior to the availability of natural gas. No documentation of fuel oil use was identified during review of reasonably ascertainable records, and no visual evidence of fuel oil use was identified during the site reconnaissance. However, there is the potential for a fuel oil aboveground storage tank (AST) or underground storage tank (UST) to have been used at the property and for a release to have occurred.

The following adjoining and/or nearby RECs have been identified:

? The north adjoining property, identified as 309 East Michigan Avenue, was historically occupied by gasoline dispensing stations from at least 1927 to 1961, which included automotive service operations from at least 1943 to 1961. Based on the length of time that gasoline dispensing and automotive service operations were present on the property (i.e., at least 33 years and at least 18 years, respectively), the timeframe of former operations (i.e., prior to major environmental regulation and current waste management and disposal procedures), the proximity of operations to the subject property (i.e., approximately 115 and 140 feet northwest), and the likely groundwater flow direction towards the south (i.e., towards or cross-gradient to the subject property), the potential exists for subsurface contamination to be present and to have migrated onto the subject property.

? The west adjoining property, identified as 300-320 East Michigan Avenue, was formerly occupied by a junkyard from at least 1927 to 1950 and is a Part 201 site. Review of a BEA dated 2002 documents benzene, toluene, ethylbenzene, and xylenes (BTEX) in concentrations above Part 201 Generic Cleanup Criteria (GCC) in soil throughout the eastern portion of the property and metals in concentrations above Part 201 GCC in soils throughout the property. Additionally, fill material consisting of asphalt fragments, coal, and/or cinders was noted in soil borings completed on the property. Based on the lack of delineation of contamination in the direction of the subject property, the proximity of identified contamination to the subject property (i.e., approximately 20-25 feet west), and the proximity of former junk yard operations to the subject property (i.e., directly adjoining), the potential exists for subsurface contamination to have migrated onto the subject property.

? A nearby property located northeast of the subject property, identified as 103 North Grove Street, has been occupied by Marsh Plating Corporation since 1959 and is a DEL Part 201 and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) No Further Remedial Action Planned (NFRAP) site. Review of Michigan Environment, Great Lakes, and Energy (EGLE) records documents this property has been occupied by Marsh Plating Corporation since 1959 and a spill of approximately 50-gallons of copper solution occurred in the central-western portion of the property in the 1980s.
