Additional Property Attributes

The site was a former auto dealership that has been vacant for some time and currently has one building onsite. The site was adjudicated due to taxes owed and then purchased at a tax sale by Mr. Michael Conley. The buildings onsite received significant damage during a hurricane and one of the buildings eventually collapsed. It is suspected that the remaining building as well as the debris pile from the former building contain asbestos-containing materials that need to be remediated prior to reuse. In addition, the former auto dealership is suspected of operating hydraulic lifts, an oil/ water separator, and possible a fuel tank onsite. The current owner does not have the means to investigate or address environmental issues at the site. The Town of Colfax would like to acquire the site through an act of donation in order to clean up the site, which sits along a key road in the community and currently contributes a sense of blight of disinvestment in the community. Future plans for the site include a farmers' market to support local farms and provide fresh food options to the community. In addition, festivals and fairs are major economic contributors in Louisiana. This site sits within walking distance to the fairgrounds and could provide overflow parking. The Town also intends to landscape the site to promote beautification efforts along 8th Street and create a "Main Street" atmosphere to increase traffic for current local businesses and attract new businesses as part of it's overall economic development planning. This project has been identified as a priority site by the LDEQ Secretary which has assigned a "Tiger Team" to facilitate its assessment and cleanup. The Town of Colfax has requested a Phase I ESA under LDEQ's TBA Program prior to accepting the donation of the site to assess environmental concerns, for liability protections, and to ensure they are eligible for future grant funds if needed.
