Additional Property Attributes

The site is approximately 11.5 acres in area and consists of four contiguous, long, east-west oriented parcels of land located at the southeast corner of the intersection of Telegraph Road (US 24) and Superior Parkway. The former site addresses were 13495, 13501, 13509, and 13571 Telegraph Road. The site currently consists of unimproved grassy and wooded land. Shallow surface water drains cross the southwestern, southern-central and northern-central portions of the site.

Based on available information, the site parcels were unimproved and/or agricultural land from at least the late 1900s to at least the late 1920s. From at least the late 1930s to early 2000s, the western portions of the site parcels (along Telegraph Road) were generally developed and contained houses and/or commercial buildings. The central and eastern portions of the site parcels have been generally unimproved agricultural, grassy, brushy and or wooded land since at least the late 1930s.

The southern central site parcel (13509 Telegraph Road) appeared to be developed with a house and associated outbuildings (garages, barns, sheds and/or similar structures) on the western portion from at least the late 1940s until the mid-1980s. A dog training business appears to have operated out of the house in at least the early 1970s. In the late 1990s, the parcel was redeveloped and used as a used automobile sales, repair and junkyard facility until approximately 2002. The original house on this parcel had been renovated for use as an office and two smaller buildings (garage and maintenance buildings) had been constructed north and east of the office building (former house). The areas east of the commercial building had been cleared. The areas around the commercial buildings and cleared areas east of the buildings were used for storage of vehicles and materials associated with the automobile sales, repair and junkyard operations. In 2003, the vehicles and materials had been removed and the commercial buildings demolished. The western portion of the parcel has remained unimproved grassy, brushy and wooded land since late 2003.

The southern central site parcel was identified on the Michigan Department of Environment, Great Lakes and Energy (EGLE) Baseline Environmental Assessment (BEA) and State Hazardous Waste Site (SHWS) databases. EGLE records indicate a BEA was prepared for this parcel on behalf of the City of Taylor and submitted to EGLE in December 2002. The BEA indicates a Phase I ESA was completed for the parcel in June 2002 that identified RECs associated with the past use of the parcel for used automobile sales, repair and junkyard operations from the late 1980s to the early 2000s. A subsequent Limited Phase II ESA was completed at the parcel in June 2002 to assess shallow soil for potential impacts from the identified RECs. The Limited Phase II ESA included the completion of 10 shallow soil borings and the collection/analysis of soil samples. The results of the Phase II ESA indicate shallow soil at the parcel is impacted by benzene, ethylbenzene, xylenes, and 1,2,4-trimethylbenzene (petroleum volatile organic compounds); benzo(a)pyrene and phenanthrene (polynuclear aromatic compounds); and chromium at concentrations exceeding the current Michigan Public Act 451 Part 201 (Part 201) residential drinking water protection, direct contact, and/or groundwater surface water interface protection criteria; thus, the southern central site parcel meets the definition of a ?facility? as defined by Part 201.
