Additional Property Attributes

This property is the former location of a 1st National Bank building located on a downtown city corner. The was constructed by 1892 and operated as a general store and bank until 1930. After 1930, the building was used as a bank exclusively. Between 2021 and 2023, while the property was privately owned, the building collapsed. After the collapse, much of the debris was cleared away and the remaining debris was sampled for asbestos, which was detected. According to state asbestos regulations, all the remaining debris is considered asbestos-contaminated materials and require special disposal according to Arkansas regulations.

The Arkansas Brownfield Program provided a Phase I ESA to the City of Marianna in January 2025, and the City purchased the property from the private owner in February 2025. The Phase I ESA identified 2 RECs: (1) demolition debris remaining at the property which could contain hazardous constituents and (2) a historical gas station located nearby with no record of the tank status. It also identified the presence of the remaining debris as a business environmental risk (BER) because it must be cleared prior to redevelopment. The debris also prevented observation of potential heating oil tanks at the property, which was a significant data gap (SDG).

The Arkansas Brownfield Program will fund a cleanup of the site which will include removing and properly disposing of all remaining debris. Following this cleanup, additional assessment may be needed to evaluate data gaps and other RECs. The City of Marianna plans to redevelop the property as a corner park.
