4/2/2025 Ohio EPA: The Cuyahoga County Land Reutilization Corporation requested assessments for the 14925 Elderwood, East Cleveland property, totaling 0.492 acres. The property has been forfeited to the State and is vacant. Two unsound structures, built in 1948 and totaling 8000 sf, remain on the property. It was most recently used as an operational base for demolition companies involved in dumping activities on the property and local area. Assessments will help the Applicant determine the best way to proceed with building demolition. The Phase I investigation determined that there were 5 identified areas: Former Manufacturing Building; One (1) AST, contents and capacity unknown, former coal yard and adjoining rail spur and rail line; Illicit Dumping; Quonset Building; On-site groundwater, south Property line. An asbestos survey determined the presence of asbestos in multiple areas of the building. If the Client elects to remove any of the materials stated above prior to conventional demolition, the abatement of the material must be completed in accordance with all applicable regulations and by a licensed contractor. Based on the findings of the 2024 Limited Phase II Investigation, the following was found: no impacts to soil, ground water; however, sub-slab vapor at the Property found carbon tetrachloride, chloroform, and/or naphthalene were detected in exceedance of the respective commercial/industrial standards throughout both Property buildings. The concrete floor has not been impacted by PCBs. No USTs were identified during the geophysical survey.
