Ohio EPA 4/16/2025 Update: The owner and the City of East Cleveland are coordinating the renovation of the multi-purpose building for new housing and businesses. It comprises three levels: a basement for storage, a mixture of apartments and retail storefronts on the first floor, and apartments on the second. Four IAs/RECs were identified during the 2024 Phase I investigation- IA/REC-1: Historical Use as an Upholstery/Fabric Shop and Dry Cleaner; IA/REC-2: Off-Site Auto Repair; IA/REC-3: Off-Site Dry Cleaners; and IA/REC-4: Off-Site Gasoline Filling Stations. Soil samples from the southern area of the Subject Property meet Ohio VAP standards for unrestricted residential use. The groundwater samples come from a shallow perched aquifer, which is generally unsuitable for drinking water. Sub-slab vapor impacts beneath the western side of the Subject Property building exceed U.S. EPA VISL Residential and Commercial target concentrations, primarily with PCE, TCE, and cis-1,2-dichloroethane. However, only PCE is detected in indoor air above Ohio EPA VAP Indoor Air Standards; TCE and cis-1,2-dichloroethane were not detected above reporting limits. These chlorinated solvents are typically linked to dry cleaning operations. Due to these findings, further assessment of the vapor intrusion pathway and potential vapor mitigation measures may be necessary for any new construction following building demolition. No petroleum-related constituents were found in the soil or groundwater samples from the southern portion of the Subject Property, indicating that the nearby automobile repair business and former gasoline stations have not caused any migration or impact.
