The Montgomery County Annex Building serves as a multi-use building housing various County offices including the Cooperative Extension, Conservation District, Emergency Management, Veteran Services, Public Defender, Probation Officer, Chamber of Commerce, American Legion, Master Gardeners, Senior Companion Program, and a Food Bank.

Montgomery County requested assistance identifying hazardous building materials and any other environmental hazards that could impact plans to renovate the building. A Phase I ESA was completed along with Asbestos and Lead-Based Paint Surveys. The Phase I found an infestation of bats in an unoccupied portion of the building, including bat guano . Asbestos-containing materials were confirmed throughout the building. Detectable levels of lead were found in some paints, but concentrations were below the actionable level of 0.5% or greater lead by weight.

Removal of regulated ACM will be required before the building can be renovated. Removal of the bat infestation and guano will be needed before any work can begin in the unoccupied portion of the building due to the potential for Histoplasmosis capsulatum, which is a fungus found in bat droppings that can cause lung infections.
