Additional Property Attributes

The Site consists of two parcels of land totaling approximately 1.27 acres. The Site is improved with two structures. A storage building, located on the north parcel, is approximately 676 square feet in size with a loading dock that is approximately 240 square feet. A garage and office building, located on the south parcel, is approximately 1,536 square feet in size. The remainder of the Site is covered with gravel and/or grass. The Site was historically operated as a petroleum bulk plant by Standard Oil Company from approximately 1932 to 1992 and by Kemmerer Oil Company from approximately 1992 to 1997. In 1997, Jay?s Car Care, an auto repair center, began operating on the Site. Kemmerer Oil Company retained ownership until Jay and Betty Ruch purchased the property in 2020. A bulk petroleum plant historically operated on the Site from at least 1932 to 1992 and used petroleum products. The historical use of the Site as a bulk oil plant, which included the presence of multiple aboveground storage tanks and the use and storage of petroleum products, was identified as a recognized environmental condition (REC) in a Phase I Environmental Site Assessment completed in October 2024. The Phase I also identified an unlabeled pole mounted transformer surrounded by stressed vegetation especially near the pole; the potential exists that the transformer, which was identified as a recognized environmental condition (REC), may contain polychlorinated biphenyls (PCBs) and that previously undocumented releases and/or spills of PCBs may have occurred. A railroad track is present adjacent to the Site to the north; the potential exists that previously undocumented releases and/or spills of hazardous substances including heavy metals, herbicides, and pesticides may have occurred related to railroad operations with the potential to cause contamination that could migrate onto the Site. No environmental sampling is known to have been completed on the Site.
