Additional Property Attributes

A Phase I Environmental Site Assessment (ESA) was conducted at 235 SE 2nd Avenue, Delray Beach, Florida. The purpose of the assessment was to identify potential sources of environmental contamination, including Recognized Environmental Conditions (RECs), Controlled RECs (CRECs), Historical RECs (HRECs), and Vapor Encroachment Conditions (VECs), through the review of historical and regulatory information, site observations, and a vapor encroachment screening.
The Subject Property consists of a 0.4935-acre parcel developed with a warehouse-type building constructed in 1973, historically occupied by various automotive repair businesses and previously operated as a "Contractor Farm Equipment Sales and Service" facility. The site has a long history of industrial and automotive use, which raises environmental concerns.
The Phase I ESA identified several RECs and VECs. The following RECs and VECs were documented:
- "Based on the operation of a ?Contractor Farm Equipment Sales and Service? facility in the south portion of the Subject Property from at least 1958 through 1973 (when the current on-site building was constructed), before the implementation of current environmental regulations, and the likelihood of past practices involving the storage, use, and disposal of fuels, oils, solvents, and other hazardous substances without modern containment or spill prevention measure, the prior Contractor Farm Equipment Sales and Service facility represents a REC to the Subject Property."
- Due to the long-term use, handling, and potential release of petroleum products, solvents, and hazardous materials commonly associated with vehicle maintenance, the on-site automotive repair operations since 1973 represent a REC and VEC to the Subject Property.
- Based on the duration of automotive repair operations conducted on the Subject Property, the interior floor drain and oil/water separators (OWSs) represent a REC to the Subject Property.
- Based on the duration of operations (over 100 years), up-gradient position, reported direction of shallow groundwater flow to the east, and distance to the Subject Property (approximately 75 feet west), the FEC Railroad represents a REC to the Subject Property.
- The historical operations conducted at the south adjoining property (drycleaner in the 1940s?1950s and automotive repair from the 1960s through the present) represent a REC and VEC to the Subject Property based on the lack of assessment data and proximity to the Subject Property (approximately 55 feet).
In addition to these findings, the lack of environmental closure documentation for a former underground storage tank (UST) at the nearby drycleaner site represents a data gap. Overall, the ESA concluded that both historical and current activities at and near the Subject Property pose environmental concerns that may warrant further evaluation.
