Additional Property Attributes

The 411 Charlotte Street property is located within the proposed Columbus Park Redevelopment Project (Project). The approximate 22-acre site for the proposed Project is bounded by Cherry Street to the west, Gillis Street to the east, 3rd Street to the north, and 5th street to the south. Initial subsurface investigation of the Project area began in September of 2006 with a limited Phase II Environmental Site Assessment (ESA). This investigation was limited to the confines of only city right-of-ways. Additional delineation of contamination was recommended within the specific subject properties. The investigation continued in 2008 with a Phase II ESA of five properties (including 311 Charlotte Street) and the city right-of-way. Groundwater and soil samples were analyzed for RCRA 8 metals, volatile organic compounds (VOCs), gasoline range organics (GRO), diesel range organics (DRO), oxygenates, polycyclic aromatic hydrocarbons (PAHs) and semi-volatile organic compounds (SVOCs). Laboratory analytical results of groundwater samples indicated that arsenic, barium, cadmium, chromium, and lead were present above 2006 Missouri Risk-Based Corrective Action (MRBCA) default target levels (DTLs). However, the MRBCA Tier I Risk Assessment included in the July 2008 Phase II ESA report showed that all pathways for exposure to groundwater contaminants were incomplete. Laboratory analytical results of soil samples indicated that arsenic and lead were present above 2006 MRBCA DTLs, but below background soil concentrations as published in the Geography of Soil, Geochemistry of Missouri Agricultural Soils: Geochemical Survey of Missouri. No organic compounds were detected in the soil or groundwater samples above DTLs. The investigation concluded that concentrations of contaminants did not exceed MRBCA DTLs or background concentrations. An updated Phase I ESA (dated January 2015) verified that no other recognized environmental conditions (RECs) had developed since the initial investigation began. Construction of the CP Lofts, the $19.5 million first phase of a $70 million redevelopment project in the Columbus Park neighborhood, began during November 2015. The units will be split between market rate and affordable housing. The apartment phase will be marketed to the creative class, meaning anyone involved in the creative arts. It will include a mix of one- and two-bedroom units and will include amenities such as gallery and studio space, a bike repair ship, pocket parks and greenways. Later phases of the redevelopment project are expected to include 12,000 square feet of ground-level retail topped by 12 lofts along Fifth Street, 24 single-family homes and about 120 more apartment units.

Former Use: The site is currently occupied by a loading dock and warehouse structure, utilized by a fish storage and distributor (Fabulous Fish Co.). The property has was owned since 1994 by Molle Family Partnership, LP and occupied by Fabulous Fish since approximately 2002. Historically, the property appears to have been residentially developed from sometime before 1909 until approximately 1950. From approximately 1950 until the present, the parcel appeared to have been occupied by a motor freight stations, similar to the existing loading/warehouse structure currently located at the site, and occupied by various freight/trucking businesses including Toedebusch Transfer Inc. during the 1950s and 1960s. The property is included in grant BF-98737001 and was known as Fabulous Fish Co.
