Additional Property Attributes

The 401 Cherry Street site (Property) is located within the proposed Columbus Park Redevelopment Project site (Project). The approximate 22-acre site for the proposed Project is bounded by Cherry Street to the west, Gillis Street to the east, 3rd Street to the north, and 5th street to the south. Initial Phase I and limited Phase II Environmental Site Assessment (ESA) investigations of the Project area began in 2005 with subsequent Phase I and Phase II ESAs completed in 2008. The Project area under investigation included properties either in the general vicinity or adjacent to the 401 Cherry Street site. Results of the investigative soil and groundwater sampling conducted during these investigations of the Project area indicated that historical commercial and industrial activities in the Project area had not resulted in major organic impacts to the soil and groundwater in the proposed redevelopment area. Concentrations of heavy metals in the groundwater resulted in the recommendation to implement a groundwater use restriction on the groundwater within the Project area. The Property was not part of these subsurface investigations and a Phase I ESA was completed in November 2008 on additional properties in the Project area, including 810 E. 4th St., 401 Cherry St., 401 Holmes St., and 407 Holmes St. The Cherry and Holmes properties were collectively owned by the Missouri Department of Transportation (MoDOT). The Phase I ESA identified Recognized Environmental Conditions (RECs) associated with the Property. By the late 1960s, the Property appeared to have been occupied by an L-shaped storage building, similar to the existing MoDOT vehicle operations and maintenance facility structure currently located at the Property. Based on the nature of the facility that has likely occupied the Property since approximately the 1960s, and the potential for discharge, storage, and/or use of petroleum-related products on the Property during that time, the general historical use of the Property represented a REC. The Property is listed in the Missouri Department of Natural Resources (MDNR) Leaking Underground Storage Tank (LUST) /Underground Storage Tank (UST) databases. The Property received a No Further Action (NFA) status from the MDNR in 1991 following removal of two USTs. Although this represented a historical REC to the Property, the LUST listing at the Property was not considered a current REC. At the time of the Phase I ESA Update (January 2011), the Property was vacant. However, the previous Phase I ESA conducted in 2008 noted bulk petroleum and chemical storage on the Property. The historical onsite use of these products represented a REC to the Property during the Phase I ESA Update. It was recommended that a Phase II ESA be completed on the 401 Cherry Street property. Later documentation provided by MoDOT indicated that the MoDOT facility was inspected, no violations were noted and the former USTs were properly removed and closed on the property. The Brownfields program informed the owners/developers of all pertinent facts and the recommendation for a Phase II ESA. As a Phase II ESA has not been completed at the Property, there is not enough information to determine whether or not cleanup is necessary. The 401 Cherry Street site will be part of the redevelopment of Columbus Park. Construction of the CP Lofts, the $19.5 million first phase of a $70 million redevelopment project in the Columbus Park neighborhood, began during November 2015. The units will be split between market rate and affordable housing. The apartment phase will be marketed to the creative class, meaning anyone involved in the creative arts. It will include a mix of one- and two-bedroom units and will include amenities such as gallery and studio space, a bike repair ship, pocket parks and greenways. Later phases of the redevelopment project are expected to include 12,000 square feet of ground-level retail topped by 12 lofts along Fifth Street, 24 single-family homes a
